Police say two men scammed many in ‘high-dollar’ fraud via a paving company

Lower Merion Township Police seek the public’s assistance to identify potential further victims related to an Organized Fraud Group operating in the Greater Philadelphia Region. 

Over the last 12 months, Lower Merion Police have conducted several investigations into high-dollar fraud schemes involving fake contracting businesses. On March 12, those investigations led to the arrest of Jake Fox and Scott Bradley. Fox and Bradley were operating under the business name “PJS Paving & Masonry Corp.” It is also likely that they have utilized other names, such as “Orchard Paving” and “Perfect Paving LLC.” These business names are all known to be associated with fraudulent business practices, according to police. 

Further it has been learned that Fox and Bradley were born Patrick Quinn and Johnny Joseph Quinn. Both are believed to have changed their names prior to entering the United States. 

“We’re trying to determine exactly who they are,” said Police Lt. Michael Keenan.

Keenan said the department believes that there are other victims in Lower Merion and surrounding communities.

“Itinerent contractor crime is a real thing,” said Keenan. Often the can appear legitimate and have “an official looking website,” he said. 

People should be on the lookout for high pressure sales tactics and contractors who approach them rather than the other way around. They should be able to provide people for recommendations, not just posts on their website. Also, obtain several bids for work, especially for larger projects.

Also, the Pennsylvania Attorney General’s Office offers a list of registered contractors, said Keenan. 

Fox and Bradley remain in custody in the Montgomery County Corrections Center, unable to post $99,000 bail, according to court records. A preliminary Hearing is set for March 25 before District Court Judge Karen Eisner Zucker.

Keenan was uncertain of how much time the men would face if convicted and said they are charged with “a number of felonies and face significant prison time.”
